I guess first you should check who provides the best VOD services in your geography. As Bob said TV is not meant for browsing web and from a IR remote it's more of a pain rather than a convinience when we have tablets. Also you can check if other OTT providers if you can use them. Anyhow Apple TV will do the job but I am not sure about the costs though.
