As a freelance java code developer, what should I charge from my client? Should the charges be hourly, or based on the project?

Honestly, as a freelance java code developer, you are free to charge whatever you feel like. All you have to do is see what the java code testers are taking on an average, and check their portfolios, skills, experience, and projects. Accordingly, gauge your experience, projects, and skills, and set a price for yourself. While you must not set an unreasonably high rate, you must also fight the temptation of setting a very low price.
In the freelancing world, there are java code editors from across the world. At some places, they can earn their livelihood with less money.
As a matter of hourly versus project-wise rates, you can choose whatever suits you and your client. For instance, if you think that you are not sure how much time a particular project will take, you can set your rates on an hourly basis. On the other hand, if you get a project where you can calculate how many hours you will need to work on the project, you can calculate the amount and charge accordingly. In such cases, you can finish the work early and even then, you will be paid the same. The backside however is that if you get stuck, and take a longer time, you wouldn’t be paid more either.
