Best way to digitally edit drawings for a comic book?

I would love to create a comic book with a deadline of late February, but I have very little graphic design experience. (I am a PRO at MS Paint! wah wah) I am a decent artist but rather than hand drawing everything I'd like to also scan and digitally edit/assemble the art. I have a limited budget so if possible I'd like to use a free editing program rather than photoshop (which I don't own.) There are many free comic creating programs, but I really want to hand-draw the art first.
